Primary Membership

Any person interested to become a primary member also referred to as member of the party shall have to fulfill all the following conditions:

  1. Should be of the age of 18 years or above, of sound mind and solvent.
  2. Should accept and subscribe in the form as prescribed by the National Committee of the party as spelt out in Article (2) from time to time.
  3. Should pay a triennial membership fee of Rs. 5/- only.
  4. Should not be a member of any other Political Party registered with the Election Commission of India.
  5. Should not be convicted of offence involving moral turpitude. Past convictions for any other offence which punishment has already been undergone shall not bar a person from taking membership of the party.
  6. No person shall be eligible to become a primary member of the party except at his/her permanent place of residence or where he/she carries on his/her usual vocation.
  7. No person shall be enrolled as a member at more than one place.
  8. A member's place of membership shall not change except on representation given in writing to the concerned District Executive Committee (DEC) and on the acceptance of such representation by DEC after approval of the State Executive Committee (SEC).
  9. Permanent register of primary members shall be maintained, within their jurisdiction, by the Block Executive Committee (BEC)/Constituency or other subordinate Committee and copies thereof being sent to District Executive Committee and the State Executive Committee concerned and also to the Central Executive Committee by the end of each year.
  10. The triennial subscriptions paid by primary and active members shall be distributed in the following ratio between the various Committees, constituted under this Constitution.
    National Committee - 10%
    State Executive Committee - 25%
    District Executive Committee - 25%
    Block Executive Committee - 40%
